The Delaware Department of Justice’s Fraud & Consumer Protection Division announced Monday that a grand jury has indicted Susan Losey on multiple counts of theft with an aggregate loss of approximately $22,000. In particular, Losey is accused of using her cleaning business, Down & Dirty Cleaning Services, to defraud more than 50 victims, primarily in the Brandywine Hundred Area, by collecting pre-payment for services that were ultimately not provided.
Losey is alleged to have pitched her services as an unlicensed house cleaner through a variety of social media sites, including the MOD Squad (Moms of Delaware) Facebook page, starting in April 2019. After using social media sites to promote her business and offer various deals and promotions, Losey required clients to pay upfront before receiving any cleaning services. Complaints indicate that Losey failed to provide the services and declined to refund payments when requested.
This case was brought by DOJ’s White Collar Crime Unit, a new unit of the Fraud & Consumer Protection Division. The DOJ reminds the public that an indictment is merely an allegation and is not evidence of guilt. Defendants are presumed innocent and are entitled to a jury trial at which the State bears the burden of proving each charge beyond a reasonable doubt.
