    Due to an op-ed written by Dave Stevenson ("Failed Cap and Trade Program About to Get Worse", first published March 4 in The News Journal) , a bill titled SB 34, "An Act to Amend Title 7 of the Delaware Code Relating to the Regional Greenhouse Gas Initiative (RGGI)":has been introduced in the Senate.     The storm that dumped heavy amounts of snow in some nearby states roared into Delaware today, bringing rain that was heavy at time, and high winds. The combination of precipitation, wind, and tides brought some flooding to coastal areas of the state.     Officials at the Delaware Emergency Management Agency (DEMA), along with officials in New Castle, Kent and Sussex Counties, continue to strongly urge residents in flood-prone areas of the state to make a move to relocate to safer areas inland before tides and flooding cut off exit routes.     Delaware Department of Transportation officials report Route 1 from Dewey Beach to Bethany Beach is closed due to water washing over the road. Both the northbound and southbound lanes of the Indian River Inlet Bridge are also closed due to water washover at the base of the bridge. It hasn't been reported damage to the structure.
