Senate bill to review the regional greenhouse gas initiative

Due to an op-ed written by Dave Stevenson ("Failed Cap and Trade Program About to Get Worse", first published March 4 in The News Journal) , a bill titled SB 34, "An Act to Amend Title 7 of the Delaware Code Relating to the Regional Greenhouse Gas Initiative (RGGI)":has been introduced in the Senate.

The act will call for a Joint Resolution in the General Assembly for any major changes to the RGGI Program or its standards.

If the bill is signed into law, then DNREC will have to go back to the legislature to increase their carbon reductions targets by five times the current amount, and they will need approval to raise $30 million a year from an increase in electric rates. SB 34 if passed will keep Delaware electric rates from going up on consumers, particularly small manufacturers and families who are harmed by dramatic increases in energy costs.
