“Las Visitas de Estado incluyen visitas a los Poderes Ejecutivo, Legislativo y Judicial”
Existen diferente tipos de visitas entre los Estados y muy frecuentemente se confunden las Visitas de Estado con las Visita Oficiales y, aunque se relacionan, son distintas y conllevan una organización diferente.
Las Visitas de Estado las realizan los Jefes de Estado (Monarquías o Jefaturas de Gobierno), por invitación de otro Estado e incluyen, como característica principal, la visita a los tres poderes del Estado, es decir al Ejecutivo, Legislativo y Judicial. El Jefe de Estado con mayor antigüedad suele ser el que invita al que lleva menos tiempo en el cargo.
Las visitas de Estado son las de más alto nivel, son protocolarmente complejas y suelen incluir al cónyuge –a quien se le hace un programa paralelo- y, por supuesto a la delegación oficial y técnica, donde normalmente acude el Ministro de Relaciones Exteriores; el Estado anfitrión asume la coordinación y organización de la misma, como también el hospedaje, seguridad y logística, pero en estrecha comunicación con el Ministerio de Relaciones Exteriores del país que ha sido invitado, directamente y/o por intermedio de su Embajada acreditada en ese país.
Este tipo de visitas tienen una duración aproximada de tres y hasta cuatro días, se estila un recibimiento oficial en el aeropuerto que incluye honores militares e interpretación de los himnos nacionales; durante la visita se realizan ofrendas florales, intercambio de condecoraciones, recepciones oficiales recíprocas, como también visita a la Alcaldía o Ayuntamiento, reunión con empresarios y también visitas culturales, turísticas y un encuentro con la comunidad.
Generalmente se preparan con mucho tiempo de anticipación, se intercambian agendas y se realizan solo una vez mientras dure el periodo de gobierno del Jefe de Estado invitado.
Habitualmente, por cortesía y reciprocidad, al finalizar la visita el Jefe de Estado extranjero invita a su homólogo a visitar también su país.
La significación de las visitas de Estado es de trascendental importancia político-diplomática, además de fortalecer y estrechar las ya buenas relaciones bilaterales existentes.
El resto de las visitas se clasifican en Visitas Oficiales, son más sencillas y menos formales.
Estas son realizadas por Jefes de Estado, pero también las pueden efectuar otros representantes del gobierno o autoridades, carecen de mayor ceremonia y protocolo, su duración puede ser de hasta cinco días y normalmente se realizan a un solo poder del Estado, generalmente suelen hacerse al Ejecutivo.
La solicitud para hacer una visita oficial parte del Estado que realizará la misma y no del que la recibirá.
En esta categoría de visitas se incluyen las visitas de cortesía, visitas de trabajo, visitas privadas, etc.

“The State Visits include visits to the Executive, Legislative and Judicial Powers”
There are different types of visits between States and very often State Visits are confused with Official Visits and, although they are related, they are different and involve a different organization.
The State Visits are carried out by the Heads of State (Monarchies or Heads of Government), at the invitation of another State and include, as a main feature, the visit to the three branches of the State, that is, to the Executive, Legislative and Judicial branches. The oldest Head of State is usually the one who invites the one who has spent the least time in office.
State visits are those of the highest level, are protocol complex and usually include the spouse –who undergoes a parallel program- and, of course, the official and technical delegation, where the Minister of Foreign Affairs normally attends; the host State assumes the coordination and organization of the same, as well as the lodging, security and logistics, but in close communication with the Ministry of Foreign Affairs of the country that has been invited, directly and / or through its accredited Embassy in that country.
These types of visits have an approximate duration of three and up to four days, an official reception at the airport is included, which includes military honors and interpretation of National Anthems; during the visit, floral offerings, exchange of decorations, reciprocal official receptions are made, as well as a visit to the Mayor’s or City Hall, a meeting with businessmen and also cultural and tourist visits, and a meeting with the community. They are generally prepared well in advance, agendas are exchanged and carried out only once during the period of the government of the invited Head of State. Usually, out of courtesy and reciprocity, at the end of the visit the foreign Head of State invites his counterpart to also visit his/her country. The significance of the state visits is of transcendental political-diplomatic importance, in addition to strengthening the already good existing bilateral relations.
The rest of the visits are classified into Official Visits, they are simpler and less formal. These are carried out by Heads of State, but they can also be carried out by other government representatives or authorities, they lack a greater ceremony and protocol, their duration can be up to five days and they are normally carried out by a single State power, generally they are usually done at Executive. The request to make an official visit is part of the State that will carry it out and not the one that will receive it. This category of visits includes courtesy visits, work visits, private visits, etc.
