It is with great pleasure that I bring to you the voice of the Chairs of the different subcommittees themselves to inform you of the accomplishments of the year 2013. Our Chair, Javier Torrijos, lead all these efforts and support our team work. We hope to receive your comments, which will have a positive ripple effect for all.
Sonia Aguilar: “The Economic Development subcommittee offered this past spring a Job seminar on How to Apply for a State Job. We led the development and rollout of the new Delaware Hispanic Commission Website. Coming soon (February 2014) to your community is the “Hispanic – American Business Resource Center, focused on serving the business needs of the Hispanic community .A bi- lingual business representative will be available to help anyone who want to start a business but does not know where to begin. This center will operate out of the community libraries Job Centers located in Seaford, Georgetown, Dover and Wilmington libraries. For dates and times visit our website www.hispanic.delaware.gov. We will offer one-on-one business consultant, offer business courses in Spanish and English on “How to do business in Delaware”, and/or assist you in expanding an existing business.”
Kevin Smith: “The Housing subcommittee is in the process of releasing a letter to agencies in Delaware who have received government funding, reminding them of their obligation to meet Limited English Proficiency (LEP) standards in providing services to clients. This will better prepare agencies to serve Hispanics in Delaware.”
Jennifer Cohan: “The Transportation Committee advocated for expanded public transit specifically in Sussex County and two new routes are scheduled to be added in 2015. The subcommittee also ensured that all DMV documentation (including website) is translated into Spanish. We did publish the white paper on Driver Privilege Card, and the Commercial Driver License guide into Spanish (We are one of only two states in the nation) to encourage CDL job opportunities. We also did many community events, reoccurring radio shows and sponsorships of events.”
Sandra Splanger: “During 2013, the Education Subcommittee has advocated for the support of English Language Learning students (majority are Latinos). This includes a request for a direct funding stream through the state unit count formula and English proficiency coursework for all DE teachers. Advocacy efforts include presentations/requests to the State School Chief’s Association, DOE, and Governor Markell.”
Tanisha Merced: “The Legal and Social Justice Subcommittee had a lot of overlap in topic area in 2013 with the transportation committee, the housing committee and the driving privilege coalition. We tackled several important issues. These included driving privileges for undocumented individuals, the need for bi-lingual mental health screens and ensuring that agencies receiving Title VI funding complied with the Titles compliance LEP requirement.”
Charito Calvachi-Mateyko: “The Community Subcommittee organized the Hispanic Heritage Month event at the schwartz Center for the Arts in Dover with the sponsorship of the Arsht-Cannon Fund. We are in charge of doing it again on Saturday, October 4, 2014. Please, mark this day in your calendar. The full-day event starts at 10 a.m. with a Health Fair. Lunch and dinner will be provided as well as entertainment and a very important panel on Latino issues with the participation of the community. Being the best of who we are, we ensure an amazing future for the next generations of Latinos.

Es con gran placer que les traigo las voces mismas de los diferentes presidentes de los subcomités de la Comisión Hispana de Delaware, para que les informen sobre sus logros en el año 2013. Nuestro Presidente, Javier Torrijos, lidera estas iniciativas y apoya nuestro trabajo de equipo. El poder de la comunidad al enviarnos sus comentarios tendrá un efecto positivo multiplicador para todos. Esperamos que nos escriban.
Sonia Aguilar: “El subcomité de Desarrollo Económico ofreció en la primavera un seminario titulado Cómo Solicitar Un Empleo Estatal. Lideramos los pasos para la creación del portal de la red de la Comisión. Este Febrero empezará a funcionar en sus comunidades el Centro de Recursos de Negocio Hispano Americano, centrado en apoyar a los negocios de su comunidad. Una persona bilingüe experta en negocios estará disponible para ayudar a quienes quieran empezar un negocio, pero no sabe cómo empezar. Este Centro operará en los Centros de Trabajo de las Bibliotecas de Seaford, Georgetown, Dover y Wilmington. Para enterarse qué días y el horario visite nuestro portal en: www.hispanic.delaware.gov. Ofreceremos asistencia personal, cursos de negocios en Inglés y Español titulados Cómo Hacer Negocio en Delaware y le asistiremos para expandir su negocio.
Kevin Smith: “El subcomité Vivienda enviará una carta a las agencias de Delaware que han recibido financiamiento del gobierno, con el fin de recordarles que su obligación es cumplir con los estándares de la ley de Dominio Limitado del Inglés Limitado (LEP, por sus siglas en inglés) que exige tener traductores para atender al público. Esto ayudará a las agencias a servir mejor a la comunidad hispana.”
Jennifer Cohan: “El subcomité de Transportación apoyó la expansión de rutas de transporte en el Condado de Sussex y se añadirán dos rutas en el 2015. También nos aseguramos que toda la documentación para obtener licencias esté en castellano en impreso y en el sitio de la red. Publicamos un reporte sobre el tema de la obtención de licencias privilegiadas y traducimos el manual de Licencia de Manejo Comercial al castellano para abrir oportunidades de trabajo (somos uno de dos en toda la nación en hacerlo). Participamos también en entrevistas de radio, auspicio de eventos y otros eventos de la comunidad.
Sandra Splanger: “El subcomité Educación ha apoyado a los Estudiantes Que Aprenden Inglés, quien son en su mayoría latinos. Ha pedido que haya financiación directa para este programa y que se promueva el dominio del Inglés para todos los profesores de Delaware. Se han hecho presentaciones, solicitudes a la Asociación Escolar del Estado y al Gobernador Markel.
Tanisha Merced: “El subcomité Legal y de Justicia Social ha apoyado a los otros subcomités de Transportación, de Vivienda y a la Coalición de Licencias de Manejo Privilegiadas. Se está discutiendo si es posible obtener Licencias Privilegiadas de Manejo, la necesidad de que se empleen personas bilingües en las agencias para servir mejor, y que se den exanimaciones mentales bilingües.”
Charito Calvachi-Mateyko: “El subcomité Comunidad organizó el evento del Mes de la Herencia Hispana en el Centro Schwartz de las Artes en Dover con el auspicio del Fondo Arsht-Cannon. Organizaremos el evento nuevamente el Sábado, 4 de Octubre, 2014. Les ruego ponerlo en su calendario. El evento es un día completo que empieza a las 10:00 am con una Feria de la Salud. Se proveerá almuerzo y cena. Habrá destacado entretenimiento y un panel de discusión sobre asuntos latinos de importancia, donde la audiencia puede participar. Al esforzarnos por ser mejores, aseguramos un futuro maravilloso para las nuevas generaciones de Latinos.

Markell through Executive Order number twenty eight on September 2, 2011 for the purpose of expanding and improving the representation of and advocacy for Delaware’s Hispanic Community and to identify and address the most important needs of Delaware’s rapidly growing Hispanic population.
