WILMINGTON– Today, Governor Matt Meyer signed an Executive Order establishing the Office of Workforce Development within the Delaware Department of Labor. The Executive Order also reestablishes and streamlines the Delaware Workforce Development Board. This effort will help organize and improve job training and education programs across the state, making sure all Delawareans have fair access to good jobs and training.
“Establishing the Office of Workforce Development will streamline efforts, improve services, and equip Delawareans with the tools to succeed in the jobs of the future,” said Governor Matt Meyer. “A centralized office and smaller Workforce Development Board will enable every Delawarean—regardless of background—to have a clear pathway to career success.”
The new, centralized Office of Workforce Development (OWD) will partner with the Workforce Development Board to strategically manage state and federal resources, improve how programs perform, and provide better services for job seekers and employers. The OWD will also work with the Workforce Development Board, which will include a diverse group of Delawareans, to ensure workforce programs are meeting the needs of the state’s job market.
“This Executive Order is transformative, and the creation of the Office of Workforce Development gives us the infrastructure we need to better serve workers and employers,” said Delaware Department of Labor Secretary LaKresha Moultrie. “It creates space for collaboration, innovation, and responsiveness, especially to address the needs of underserved communities and in-demand industries.”
Housed within the Department of Labor, the OWD will work with other state agencies, labor groups, schools, and businesses to align training programs with current industry needs. This includes expanding access to apprenticeships, online training, and certifications.

The reestablished, more streamlined Workforce Development Board will reflect the demographic and geographic diversity of Delaware, bringing together business leaders, labor representatives, education officials, and community advocates to guide the state’s workforce strategy and ensure effective delivery of services.
