Lieutenant Governor-elect Kyle Evans Gay Finalizes Senior Staff

Dover, DE – Kyle Evans Gay, Lieutenant Governor-elect, is excited to announce integral staff joining her office. Serving alongside incoming Chief of Staff, Sarah Stowens Ed.D, this team will start on January 21, to advance the Lieutenant Governor-elect’s priorities and goals.


“This team brings a wealth of knowledge and a range of experiences that will ensure that the work that we do in the Office Of the Lieutenant Governor makes a positive difference in the lives of Delawareans. In addition to their expertise, this staff carries a level of care and compassion, reflected in everything they do, because they love this state of neighbors,” said Lieutenant Governor-elect Kyle Evans Gay. “Together, we will prioritize equity, innovation, and accountability in every issue we tackle – focusing on how to better serve the communities we represent and make meaningful progress on the issues impacting Delawareans the most.” 


The Lieutenant Governor-elect’s team will now include:
• Alexis Wrease, Director of Communications
Alexis, a seasoned communications expert, previously served as the Deputy Director of Communications for the Senate Majority Caucus. She will oversee the development and implementation of a comprehensive communication strategy for the Lieutenant Governor’s office, ensuring transparency and clear communication across the state. 

• Charline Ganthier-Cine, Director of Operations and Community Engagement
With a background in organizational efficiency and community outreach, Charline most recently worked with the Senate Majority Caucus for then Senator Kyle Evans Gay and Majority Leader Bryan Townsend. She will be pivotal in ensuring that the office has ordered, well regulated internal processes and is engaging effectively with community leaders and constituents throughout Delaware.

• Jaclyn Hulihan, Manager of Kent and Sussex
A native of Sussex county with deep connections to the community and extensive experience with engagement and outreach, Jaclyn joins the Office of the Lieutenant Governor from the Delaware Tourism Office. She will serve as the primary liaison for Sussex and Kent counties, ensuring their concerns and priorities are reflected in the Lieutenant Governor’s policy work and outreach efforts.

• Mark Brainard Jr., Director of Policy
As the Deputy Division Director at the Department of Services for Children, Youth, and their Families, and a policy and research analyst for the Division of Research for the Delaware General Assembly, Mark has extensive experience in policy development and legislative affairs. He joins the Office of the Lieutenant Governor’s team to lead the development, analysis, and implementation of policy initiatives that advance the Lieutenant Governor’s priorities.


“I am thrilled to work with this exceptional team ready to make change,” said incoming Chief of Staff, Sarah Stowens, Ed.D. “We are prepared to get to work on day one to drive the Lieutenant Governor-elect’s priorities, foster collaboration, and achieve great things in the pursuit of our shared goals.” The Office of the Lieutenant Governor looks forward to the new staff’s contributions in moving Delaware forward through effective governance, engagement, and policy development.
