West End Neighborhood House announced today that Stacy Shamburger, LMSW, a longtime nonprofit and behavioral health leader with deep roots in the organization, has been selected as its next Executive Director.
Shamburger will assume the role on December 1, 2026, succeeding Paul F. Calistro Jr., who will retire at the end of the year after 35 years of transformative leadership.
The appointment follows a national search conducted by West End’s Board of Directors with the assistance of DRiWaterstone.
Shamburger was selected for her extensive leadership experience, commitment to West End’s mission, and proven track record of serving Delaware’s most vulnerable children, youth and families.
Currently serving as Director of West End’s Life Lines program, Shamburger oversees a team of more than 14 professionals and has led the development and management of 15 housing properties serving youth experiencing homelessness. Since returning to West End
in 2019, she has expanded partnerships with local and national funders, developed innovative programming, and helped address critical service gaps for unaccompanied youth and young people involved in foster care.
“Stacy combines deep knowledge of our mission with a proven ability to innovate, build partnerships and deliver results for the people we serve,” said John Matarese, President of the West End Board of Directors.
“The Board is confident she will honor West End’s legacy while leading us into an exciting new chapter of growth and impact.”
Shamburger first served at West End from 2006 to 2011, managing the organization’s Independent Living, Step Up and VISTA programs that support young people transitioning from foster care. Beyond her nonprofit experience, she spent a year and half with the State
of Delaware, serving as a Mental Health Program Administrator and later as a Behavioral Health Services Contract Manager for 7 years, where she oversaw contracts, budgets, licensed clinicians and program quality statewide.
In addition to her professional leadership roles, Shamburger has taught social work as an Associate Professor at Delaware State University, serves on the board for Kids Count – DE, and currently serves as an Executive Trustee of Children’s Beach House. She holds a Master of Social Work degree from Widener University and a Non-Profit Leadership Certificate from the University of Delaware’s Biden School of Public Policy and Administration.
